“TechnoLand - We Build Our City, Turn Lines to Dreams” Special Award
Architectural Services Department, HKSARG Excellence in Future Skills Development
The Architectural Services Department (ArchSD) of the HKSAR Government aims to provide efficient and cost-effective project management services
in developing and maintaining government buildings and facilities. ArchSD comprises different disciplines. Apart from the professionals and site
supervisory staff, there are Technical Officers and Survey Officers (TOs) who provide technical support to the department.
The Challenges
After conducting research locally and visiting overseas organizations, the new TT programme was created to focus on four anchors, namely “Enabling,
Enlightening, Enlarging and Enlivening”, to leverage the inherent strengths of the millennials such as being intrinsically motivated, flexible, being able
to think out of the box, collaborative, digital savvy, public-spirited and inquisitive, while addressing the needs of school leavers who are generally
characterized as having relatively low self-esteem, lacking confidence and being unsuccessful in the early stage of career. The anchors are designed with
specific activities aimed to fully engage and closely interact with young people.
Advancement in technology in the construction industry has drastically changed the job nature of TOs from manual drafting and measurement of line
drawings to adopting Building Information Modelling (BIM) over the years.
In response to the following organizational challenges, ArchSD introduced the “TechnoLand Programme” (TechnoLand) for TOs in 2017:
1. The need for knowledge transfer accelerated by retirement wave
2. The need to acquire new skills driven by technological advancement
3. The need to break up hierarchy and let people flourish
Objectives
TechnoLand provides training in a collaborative and inclusive way with 3 key objectives:
1. Enhance BIM related technical competence of TOs to become BIM specialists
2. Promote collaborative innovation and nurture an inclusive and organic learning and sharing culture
3. Boost awareness, readiness and fast adaptation to embrace changes and innovations in the construction industry
Design and Implementation
TechnoLand was developed upon the concept of collaborative innovation which adopted mixed and multi-faceted modes of learning to align with our
business goals and to cater to different training needs.
The term “innovation” is not limited to technological aspects. While embracing the division of specialties, we aim to recreate synergy across various
generations of TOs based on 4 principles:
1. Engagement of all levels from BIM practitioners to top management
2. Mixed modes of training from classroom training, experiential workshop, experience sharing session, on-the-job training and hands-on coaching to
self-learning
3. Collaboration and open learning culture fostered by a designated TechnoLand e-learning portal
4. Emphasis on care and development of people – setting up of BIM Working Groups and appointment of BIM Ambassadors
Measurement and Outcomes
Apart from the increasing number of BIM-enabled TOs over the years, there have been many successful stories of BIM applications on actual construction
projects. None of them would have happened without BIM and our BIM-enabled TOs. Also, ArchSD has been recognized as a pioneer in adopting BIM in
the industry and has been receiving renowned BIM awards every year since 2014.
TechnoLand has equipped TOs not only with hard skills, but also instilled them with new mindsets of awareness as well as the readiness and adaptability
to accept new challenges, such as the rapid set-up of the quarantine camps to fight against the COVID-19 pandemic.
Innovation
TechnoLand’s sharing culture is not bounded within ArchSD. To steer the wheel of BIM application, over 300 BIM modelling objects produced by our TOs
were shared with the Construction Industry Council (CIC) for use by the industry.
Conclusion
By fostering a collaborative and inclusive workplace culture both within and beyond the office setting, TechnoLand has been yielding excellent results by
bringing all-round benefits to TOs, ArchSD and the construction industry as a whole.
Comments from Adjudicators
The programme effectively bridged the skills gaps at a juncture of change and broke the hierarchy in the company. The e-learning portal facilitated
collaborative learning across two generation of learners which was impressive. The high engagement of various departments and the innovative mixed
mode of learning experience were remarkable. Overall, a well-thought programme with clear and systemic objectives to nurture inclusive learning
culture by promoting collaborative innovation.
The programme has yielded excellent results with growing number of Building Information Modelling-enabled Technical Officers and Survey Officers with
the required technical competence, improved work efficiency and abled to fostering a collaborative and sharing culture. Achievements recognized by
various external awards also provided obvious evidence that the programme delivered outstanding and solid results which thereby set a good example
for others to follow.
