About EMSD
The Electrical and Mechanical Services Department (EMSD) of the HKSAR Government is committed to enhancing the safety and the quality of life of our
community by ensuring that E&M and energy technologies are harnessed in a safe, reliable, economical, and environment-friendly manner. Moreover, as
the innovation facilitator of the Government, the EMSD will continue to adopt an accommodating and innovative mind-set to drive the industry towards
innovation and support smart city development.
Objectives
In today’s society, the frontline position like technician becomes less appealing to the young generation. This situation does not only lead to a low in-take
rate and a relatively high drop-out rate, but also an aging problem among the industry. Considering the deterioration of new blood in both EMSD and the
E&M trade, EMSD has taken up our social responsibility to call for a reinvention of the E&M industry by digitization and innovation. Thus, EMSD revamped
the technician training scheme in 2016 with ‘SPARK Programme’.
Our Programme
The SPARK Programme aims to:
1. Attract and retain young talents for the E&M trade
2. Nurture future-ready talent for Hong Kong and Greater Bay Area
3. Serve the need and facilitate the development of the E&M trade today & tomorrow
Design and Implementation
From the design to the delivery and implementation, EMSD keeps a close dialogue with all the stakeholders, from internal unit heads and middle
managers to external trade partners and the counterparts in the mainland, to ensure the training programme meets the objective setting, needs of the
industry and the expectation of technician trainees.
The programme was then structured into five components:
S – Skills all round
P – Partnership to co-create
A – Assessment enhancement
R – Redefine training regime
K – Key unlocking TT’s future
EMSD tailor-made 3 training centres: Interactive Learning Centre, Skill Assessment Centre and Skill Development Centre for the generation Z. Our centres
make use of diverse state-of-the-art facilities such as HoloLens and VR safety simulators to provide advanced digitization training on IoT technology, data
analytics, AI programming, iBMS and BIM-AM.
We understand that knowledge should be both theoretical and practical. We provide a wide range of out-reach opportunities for our TTs, including Pilot
Cooperative Apprentice Training Scheme (PCATS), overseas exchange programmes, and chances to represent Hong Kong to participate in the WorldSkills
Competition. These opportunities help broaden their horizons by stepping out of their comfort zone as well as equipping them with a better mentality.
Measurement and Outcomes
In just 5 years, the SPARK programme has successfully trained up over 1,000 tech-savvy young talents to meet the imminent need for technicians of the
E&M trade. The programme attracted and retained young talent for the trade with a double-up TT number in 5 years which led to the overall age profile
of our E&M frontline workforce gone down from 50+ to 30+. The comprehensive training programme has not only prepared them to pursue a career
in the E&M trade, but also empowered them to be all-rounded and future-ready individuals. They also SPARK – they are Smart, Passionate, Adaptable,
Reliable and Knowledgeable.

The “SPARK Programme” is a comprehensive young technician training programme providing structural training and career development opportunities
that enabled trainees to learn beyond Hong Kong by working in Greater Bay Area and visiting other institutes in the region.
The three objectives to attract, train and develop young talents for the electrical and mechanical industry were solid, and relevant to the industry.
Objectives were set with considerations of the changing environments, growth of the organization and the needs of the industry.
Implementation of the programme was thorough by an integrated approach with PCATS, regional co-operations and benchmarking with world standards
to effectively enhance the competitiveness. The three new training centers, application of VR technology and the coaching system were appealing to
young generations.
The programme successfully achieved all the intended objectives with solid business outcome, young talent retention and development, benefitting the
industry and the community as a whole.
