               MTR Railway Operations (Macau) Company Limited



               About MTR (Macau)
               MTR Railway Operations (Macau) Company Limited (“MTR (Macau)”), the wholly owned subsidiary of MTR Corporation, was awarded a contract for the
               operations and maintenance (“O&M”) assistance services of the Macao Light Rapid Transit (“Macao LRT”) Taipa Line by the Macao SAR Government on 11
               April 2018.  Building on our proven railway operations and maintenance expertise, MTR (Macau) has a mission to deliver high quality services and build a
               sustainable team of railway experts to contribute to Macao’s railway development.  The Taipa Line, being the first-ever light rail line in Macao, commenced
               operations in December 2019.
               Objectives
               Railway is a new industry in Macao.  Given that most of our staff has no railway background, and the tight timeline for the opening of the Macao LRT Taipa
               Line, the Company experienced pressing manpower training needs for building up a qualified railway workforce for the Macao LRT in order to equip local
               staff with the necessary knowledge and skills in operating and providing maintenance service to various LRT systems; and eventually to develop the
               railway competency of the workforce and grow sustainable railway professionals in Macao (as a Pathway to Railway Professional – “PRP”).
               Design and Implementation
               A PRP Programme Working Group with experienced MTR operators, maintenance engineers and functional trainers seconded from MTR Corporation of
               Hong Kong was established to formulate the O&M models and standards, job descriptions and training needs of each posts, competency development,
               and training strategies which best suited the situation in Macao.
               The ‘4A’ Strategic Training and Development Framework was then developed to accelerate the development of over 400 young railway professionals with
               a wide range of training initiatives in four phases:
               1.  Awareness: To familiarize new hires with MTR (Macau) and give an overview on their job duties and competencies required.
               2.  Acquisition: To equip the newly recruited with adequate railway knowledge and skills.
               3.  Application: To apply the skills acquired and have hands-on experience.
               4.  Advancing: To sustain the learning momentum and reinforce behaviors.
               Each phase covers 8 functional training modules related to O&M disciplines and a structured course programme for individual functional discipline was
               designed according to the objectives of each phase.
               Measurement and Outcomes
               To ensure this tailor-made programme is effective, a Four-level Evaluation Mechanism has been set up to evaluate the training results.
               1.  Reaction Level – immediate satisfaction
                  •   Over 100 inhouse programmes were developed with 1,025 training classes were delivered from 2019-2020.  The overall evaluation score of over
                    400 local staff was 5.43 (out of a scale of 6).
               2.  Learning Level – mastering the skills learnt
                  •   Participants demonstrated their commitment and potentials for enhanced skills and knowledge through completing 100% post-course
                    application assignment.
               3.  Behavioural Level – behavioural change
                  •   The promotion rate of local staff was about 17% and 14% in 2019 and 2020 respectively which embarked their development of professionals in
                    railway.
               4.  Organizational Level – impact to the organization
                  •   Smooth opening of Macao LRT Taipa Line with tight timeframe and resources.
                  •   Meeting Macao LRT operational KPIs defined by Macao SAR Government.
                  •   The overall annualized turnover rate of local staff has been kept at a low level of 6%.
                  •   Successful localization: The local staff ratio has been increasing steadily since company establishment from 50% to 85% of total workforce at
                    present which meets Macao SAR Government’s expectation of localization.
               Way Forward - Keep Cities Moving
               Apart from bringing new career as railway professionals in Macao, our “Succession Across Two Cities” training and development programme was
               successfully implemented with remarkable impacts to individuals, corporate and community levels.  The successful opening of the Taipa Line has paved
               the path for the continuous development of the Macao LRT network and prepare for the integration with the Mainland railway network in the Greater
               Bay Area.  MTR (Macau) will continue to train up local talents for building a sustainable workforce which support the sustainable growth of the railway
               infrastructure in Macao.

               Comments from Adjudicators
               A well-structured career development programme for building up qualified railway workforce.  Objectives set were systematically defined and practical
               with effective stakeholders' management which directed to real business needs.  The design and implementation of the programme were clearly spelt,
               with comprehensive framework and in-depth intervention along different levels.  The use of 4A strategies for formulating training and development
               framework provided clear direction for new hires.  All in all, it is a comprehensive programme which brought great impact to individuals, corporate and
               the community.
