About Urban Renewal Authority (URA)
The URA was established in May 2001 under the Urban Renewal Authority Ordinance as the statutory body to undertake, encourage, promote and
facilitate urban renewal of Hong Kong, with a view to addressing the problem of urban decay and improving the living conditions of residents in old
districts. The URA adopts a comprehensive and holistic approach by ways of its two core businesses i.e. redevelopment and rehabilitation, as well as
heritage preservation and revitalization, for creating a sustainable and quality living for the people of Hong Kong.
Objectives
Nurturing our staff is one of the missions of the URA. We developed our own all-in-one enterprise learning management and knowledge exchange
platform (Learning Platform) with the objectives to:
a) Safeguard the critical functional knowledge and unique project handling experiences of URA
b) Accommodate cross-disciplinary and online learning with eCourse creation functionality
c) Reduce administrative workload in executing corporate policies and procedures
d) Enrich the learning experience and sustain learning momentum
Design and Implementation
The Learning Platform was launched on 26 June 2020 which was ahead of the original project plan by 1 month. Key implementation steps and features
were as follows:
Engage stakeholders to customize functions for fulfilling enterprise needs: Stakeholders were actively engaged throughout different stages to
design key features, set specific divisional roles and functions, and streamline workflows. As a result, training administration efficiency improved, the
divisions had more flexibility in training management and corporate policy was fulfilled.
Buildup in-house creation power to safeguard critical knowledge and experience: The URA’s business is unique and our staff’s critical functional
knowledge and project experiences are the most valuable corporate asset. Therefore, all divisions were engaged to identify the critical knowledge and
experiences to be safeguarded. At the same time, the eCourse and Story creation function were embedded into the Learning Platform. With basic eCourse
production training, content owners can create an eCourse within just 1 day. The eCourse and Story also facilitated cross-divisional learning and sharing.
Automation to enhance efficiency and minimize administration: The Learning Platform was developed with smart features e.g. Google analytics, data
synchronization with different systems, email connection, single-sign-on, card reader and QR codes to record attendances etc. These automation features
greatly enhanced data accuracy, reporting and analytic efficiency and minimized time and workload in training administration.
Enrich learning experience and sustain learning momentum: New training approaches, e.g. bite size learning and Online-to-Offline (O2O) were
introduced to sustain the Learning Platform usage and learning momentum. The push learning features and personalized training insights page helped
the staff to see the learning requirements at corporate or divisional levels and visualize their training progress. These features enhanced our staff’s
learning experiences and empowered them to manage and own their learning.
Measurement and Outcomes
The launch of the Learning Platform provided a timely eLearning tool for all staff during the pandemic period in 2020. The total training hours for 2020/21
even succeeded the previous year’s figure by 30%. As of March 2021, the Learning Platform accounted for 25% of the total training hours of the URA.
Nearly 95% of staff have experienced online learning and it shows that staff have adapted quickly to this new learning mode. In the past 12 months, 50
eCourse and Story editors were trained up and 130+ eCourse and Story have been published. If these productions were outsourced, the training budget
would be doubled. In addition, very positive remarks were received from staff that the Learning Platform is user-friendly, convenient, easy, clear, good and
informative. Besides the learning, the Learning Platform also served as a new promotion channel to communicate new initiatives with all staff.
Comments from Adjudicators
Great effort has been made from design to implementation of the programme; to digitize the learning platform in a cost effective manner. Positive
feedbacks were received for URA’s commitment and dedication in developing an in-house Learning Management System to enhance the learning culture.
It enhanced the learning momentum and ensured knowledge succession, the eCourse and story creation function has proven effective in strengthening
learning ownership, staff engagement and efficiency as well with consideration of the platform's sustainability
